我国特殊教育督导的现实困境与出路

         

摘要

With the establishment of featured educational supervision system in China, educational supervision has increasingly become the focus of public attention. However, the development of supervision in special education area still faces many dilemmas. Digging deep into the reason, lacking independent supervisory agency and professional supervision standards, the working style of much more “inspection”over“guidance”should be the first to bear the brunt. This paper starts from special education supervision dilemmas, and proposed advices on aspects of setting an independent supervisory agency, making professional supervision standards, improving the specialization of supervisory staff, thus the function of guaranteeing education equality, the educational rights and overall development of special groups, and the improvement of education quality can be ensured.%随着我国特色教育督导体系的建立,教育督导越来越成为人们关注的焦点。但是,特殊教育督导的发展还面临诸多发展困境,究其原因,缺乏独立的督导机构、缺乏专业的督导标准、多“督”少“导”的督导作风首当其冲。只有以特殊教育督导当前的发展困境为出发点,从独立督导机构的设置、专业督导标准的制定、提升督导人员专业化水平等路径寻求特殊教育督导走出困境的出路,才能确保我国特殊教育督导充分发挥保障特殊人群受教育权利,提升特殊人群教育水平,推进教育公平的作用。
