The urbanization is an important means in solving the problems about agriculture ,rural areas and peasantry .It is powerful in pushing forward the regional coordinative development and the keys to expanding domestic demand and pro‐moting industrial upgrading ,to building a well‐off society in an all‐round way and to accelerating socialist modernization . However ,in the process of urbanization ,the sports rights of the landless farmers are often neglected .This research holds that for sports rights ,the main body is people and the objective factors include sports activities ,sports competitions , physical education and sports life .Their contents are qualification and possibility .They need to be recognized by the socie‐ty and abide by the law .There are the right to use one's own body ,the right to participate in a sports game ,the right to use the sports field ,the right to get emergency relief ,the right of regulation protection and the right of sports autonomy . Sports rights are guaranteed by the law and entitle all citizens and organizations the freedom to receive physical education , participate in sports and sports careers .In this paper ,reasons of why the sports rights of the landless farmers have been neglected are analyzed . Countermeasures such as cultivating the awareness of protecting the sports rights , constructing the safeguard system , building sports fields and providing sports facilities ,and perfecting the supervi‐sion system etc .%推进城镇化是解决我国“三农”问题的重要途径，是推动区域协调发展的有力支撑，是扩大内需和促进产业升级的重要抓手，是全面建成小康社会、加快推进社会主义现代化的重要手段。但在城镇化过程中，失地农民的体育权利常常被忽视，作为权利的表现形式，失地农民体育权利问题已经受到了体育界和法学界的关注。研究认为：体育权利的构成因素包括：主体因素是人，客观因素是体育活动、体育竞赛、体育教育和体育生活等活动和过程，内容因素是资格和可能性，形式因素是社会认可和法律规定；体育权利的存在方式包括自主处分身体的权利、参赛权和竞赛权、合理的场地使用权、紧急救助权、规则保护权和体育自治权。体育权利是法律所赋予的、公民和组织所享有的接受体育教育、参与体育运动和从事体育事业的各种资格和自由。分析了城镇化过程中失地农民体育权利被忽视的原因，提出了培育体育权利保障意识、构建权利保障制度、配备健全的体育场地设施、完善体育权利保障的监督体系等保障措施。
