Development of lowcarbon urban agglomeration is beneficial to exerting scale effects of lowcarbon technology innovation, managing environment pollution and reducing resource consumption. Development of lowcar bon urban agglomeration is a system project, which needs the combination of guidance system, driving force system, support systems and guarantee system. Developing lowcarbon urban agglomeration is an important content and an effective way of building twooriented society in ChangZhuTan urban agglomeration test area.
