科技创新中心建设是落实创新驱动发展战略的重要途径, 也是应对新一轮科技革命的重要举措.西安需要把握机遇, 力争在新一轮科技革命和产业变革中抢占"一带一路"科技创新竞争先机, 为打造西安内陆型改革开放新高地、建设国际化大都市、建设"品质西安"提供支撑和保障.梳理"一带一路"科技创新中心建设的环境因素, 分析西安建设"一带一路"科技创新中心的基础环境, 最后提出完善"一带一路"科技创新中心建设的对策建议.%The construction of science and technology innovation center is an important way to implement the innovation-driven development strategy and also a significant measure to respond to the new round of science and technology revolution. It is a great opportunity for Xi'an to seize the "One Belt And One Road"scientific and technological innovation competition in the new round of scientific and technological revolution and industrial transformation, and provide support and guarantee for building Xi'an inland reform and opening-up new highland, building international metropolis and building "Quality Xi'an". This paper summarizes the environmental factors of the construction of "One Belt and One Road"science and technology innovation center, analyzes the basic environment of the construction of "One Belt and One Road"science and technology innovation center in Xi'an, and finally puts forward countermeasures and suggestions to improve the construction of "One Belt and One Road"science and technology innovation center.
