我国教育督导政策的发展动向及未来展望

         

摘要

Since the Supervision Regulation was promulgated in 2012 ,numerous policies were issued by Committee for Educational Supervision of the State Council .Educational supervision policy construction in our country enters a fast‐developing period .Some new development features and trends were found in relat‐ed policies through policy analysis as follows :the specialized institution for educational supervision was set up in the people's government to assure its independence and authority ;quality monitoring was defined as a new responsibility of educational supervision institution to establish a comprehensive educational supervi‐sion system ;third‐party involvement was permitted and put under centralized management by educational supervision institution .In the future ,the emphasis of educational supervision policy construction is to im‐prove related policies and to have them come into effect .%自2012年《督导条例》颁布以来,国务院教育督导委员会陆续发布多个政策文件,我国督导政策建设进入快速发展时期。对有关政策文本进行分析,发现我国教育督导政策呈现一些新的发展动向,主要有:在人民政府设立教育督导机构行使督导权,增强督导机构的独立性与权威性;进一步明确和扩大督导职责,形成督政、督学、评估监测三位一体的教育督导体系;推动社会组织参与督导,由督导机构实行归口管理。进一步完善有关政策,加强政策落实,是未来教育督导政策建设的重点。
