Based on the principle of evolution,this article proposes neurons cluster to form modularity. Information exchange among various modules relies on brain wave transmission. The collaboration among dif⁃ferent modules forms consciousness. Telencephalon only represents information storage. Neural network is the memory storage unit based on synaptic connection. Synapse only triggers information,but it does not transmits information. Synaptic plasticity shapes memory variability. Neuron relevancy and plasticity determine human beings’ cognitive ability.%基于自然进化的简约法则，文章提出神经元以集群方式形成模块化功能。各模块之间的信息交换通过无线电波传递来完成。不同功能模块的相互协作最终形成意识感知和意识体验。端脑仅是一个信息储存组织，神经网络是突触关联形成的记忆储存单元。突触只有信息触发功能，并无信息传导功能。突触的可塑性影响着记忆事件的可变性。神经元之间的关联性和可塑性决定着生命个体的认知能力。
