As a public educational institution promoted by the authorities,the Public Education Museum before the war of resistance against Japan was committed to promoting the modernization transformation of grass -roots society, in a sense,which reflects a silhouette of the Kuomintang government reconstruction of grass-roots social order.Pub-lished in 2012,Public Educational Museum and Modern Reconstruction of Grass-Roots Society (1928-1937)de-tailed a study of the achievements and limitations of mass education Museum in Jiangsu deep into the grassroots so-ciety.To a certain extent,this changed the academic relationship between the Kuomintang government and the public the existing negative perception.In addition,the history style of the book that is “Avoid False on Reality”and “All around Governance History”is also of quite methodological significance.%作为官方推动的民众教育机构，抗战前的民众教育馆致力于推动基层社会的现代化改造活动，在某种意义上反映了国民党政府重构基层社会秩序的一个侧影。2012年出版的《民众教育馆与基层社会现代改造（1928-1937）---以江苏为中心》一书，详细考察了江苏民众教育馆深入基层社会的成绩和局限，在一定程度上改变了学界对国民党政府与民众关系的既有负面认知。此外，该书“避虚就实”与“前后左右治史”的治史风格也颇具方法论意义。
