The development of City Eight Views were affected by the dual influence of landscaping art and social politics. It has evolved from the concept of literary man’s contemplation to scenic spots sightseeing. It was budded in Wei Jin Dynasty, flourished in Sui Tang Dynasty, matured in Song Dynasty, developed in Ming Qing Dynasty, but stagnated in late Qing Dynasty and revived in Modern China. Based on the analysis of the history of City Eight Views and their site-selection, naming and expression methods, this paper proposed the cultural core of city Eight Views, including an overal environment concept, site spirits and artistic conception. It suggested that a proper understanding of the social and economic background and the evolving of cultural core of the City Eight Views would be valuable, for it would help people to reflect the over politicized and commercialized of urban image and return to an overal environment design that covers from environment to artistic conception.%城市八景的发展受山水艺术和社会政治的双重影响，由文人幽思向地方胜览转向，经历了魏晋萌芽、隋唐勃兴、宋代成熟、明清蓬发、清末停滞和当代复兴的历程。基于对城市八景的发展历程及其在择景、命名、表达方式等物质形态分析，提出了整体环境观、场所化和意境化等城市八景文化内核。理解城市八景发展的社会经济背景和文化内核演变，对于反思当代城市形象标识中过度政治化、商业化倾向，重回从“环境”到“意境”的整体环境设计观有着积极的实践指导意义。
