Through free opening of public libraries quickly, all levels of the government have increased the investment in public libraries, the society and government should know the cost-benefit rate. Under the background of free opening, Chengdu Library has analyzed the cost-benefit rate with the consumer surplus method and the contingent valuation method, it finds out that the service .level of Chengdu Library is less than the global average level. Therefore, public libraries in China should increase the investment in promoting the nationwide reading and branch-library building, seize the opportunity of free opening, enrich the service content, and broaden the service scope, in order to advance the service benefit of public libraries.%随着我国公共图书馆免费开放脚步的加快，各级政府对公共图书馆的投入大幅度增加，社会公众和政府亟待了解公共图书馆的投入产出效率。在免费开放的背景下，成都图书馆采用消费者剩余和条件价值评估法对成本效益进行分析，发现成都图书馆的服务效益离世界公共图书馆的平均水平尚有距离。因此，国内公共图书馆需要继续在促进全民阅读和分馆建设上加大投入，抓住免费开放的契机，丰富服务内容，拓宽服务范围，进而提高公共图书馆的服务效益。
