The article proposes the solution for the electric resources usage statistics based on the COUNTER and the underlying technology of network to resolve the issues that the statistics standards for the electric resources usage are widely incompatible and it is difficult to compare them with different e-resources. With a case study of Fudan university library, the practice issues of COUNTER, such as statistical caliber, service accessibility and data collection, are discussed. The method of the article can help other libraries to apply in practice and the result is helpful to improve the new version of COUNTER.%针对当前电子资源使用统计中普遍存在的标准不一，统计数据不全，无法进行电子资源横向比较的问题，提出基于COUNTER规范和网络底层技术，从图书馆端进行电子资源使用统计的创新解决思路。以复旦大学图书馆为例，对电子资源使用统计中的COUNTER标准实施问题进行分析探讨并给出了实证，对COUNTER规范提出改进建议，具有推广应用价值。
