21世纪以来，公办图书馆建设数量增长过快，总数庞大，开始出现资源过剩的风险。与此同时，公办图书馆资源网络体系、服务质量考评体系、资源整合体系等资源配置制度未成型。文章建议我国应在《公共图书馆法》的基础上进一步制定图书馆法，并将图书馆资源配置纳入法律规制体系。%Since the beginning of this century, local governments are facing heavy competition in the ifeld of state-run library construction which led to a great growth and a huge total number. Surplus risk appears in the domain of state-run library resource. At the same time, the network system, service quality evaluation system, resource integration system and so on of resource allocation in the ifeld of state-run library don’t form in the system. This article suggests that our country should enact the library law on the base of public library law, and regulate the library resources allocation with legal system.
