In order to realize optimize allocation and promote service efficiency for public digital cultural cloud resources, this paper analyzes the requirements of public digital cultural cloud service in three aspects—service equalization, resource integration, and service innovation. The connotation and typical characteristics of public digital cultural cloud service are expounds, the service innovation process and mechanism of public digital cloud cultural resources are studied from four aspects—virtualization modeling, service chain construction, optimization of service composition and service innovation. It provides theoretical support for the development of public cultural undertakings and promoting the transformation of public digital cultural service to cloud service.%为实现公共数字文化云资源的优化配置，促进服务增效，文章从服务均等性、资源整合、服务创新三个方面分析了公共数字文化云服务的需求，阐述了公共数字文化云服务的内涵及典型特征，从云资源虚拟化建模、服务链构建、服务组合优化、服务创新等方面研究了公共数字文化云资源服务创新过程及创新机理，可为加快公共文化事业发展，推进公共数字文化服务向云服务转型提供理论支持。
