通过对湖南省40所普通高校图书馆“十二五”发展状况的调查，提出高校图书馆“十三五”规划建议：新馆建设规划慎之又慎、文献信息资源发展规划有的放失、数字图书馆规划刻不容缓、读者服务规划双头并进、职工队伍规划重质轻量；进一步提出“十三五”规划注意事项：准确识别战略目标的内涵、针对性选择战略分析工具、科学分解战略目标、合理配置战略资源。%〔Abstract〕 Through the investigation to the 40 university libraries in Hunan Province about the 12th Five-Year development status, the paper puts forward the suggestion for university libraries about the 13th national five-year development guideline, such as the new library construction planning, the literature information resources development planning, digital library planning, readers service planning, staff planning. The paper further proposes the matters needing attention of university libraries for the 13th national five-year development guideline, such as accurately identifying the connotation of strategic objectives, contrapuntally choosing the strategic analysis tools, scientifically decomposing the strategic objectives and rationally allocating strategic resources.
