文章认为20世纪80年代和21世纪初是我国图书馆发展和思想解放的两个重要时期，其区别是80年代图书馆在理论与实践上提倡以效率为核心的价值观，21世纪初则提倡以人文、制度为核心的价值观，从而显现出“走向权利时代”的时代特征。文章从认知和价值观视角探讨了从效率、技术到人文、制度发展的必然性。%The article thinks that the early eighties of last century and the 21st century are two important periods of library development and emancipation that in the eighties library advocates efifciency as the core values and in the early 21st century library promotes the humanities and the system as the core values, thus showing “to the right age” of the times. The author discusses the inevitability from efifciency, technology to the humanities and system development in cognitive perspective and values.
