公民社会理论是公共图书馆事业研究必须面对的话题。文章从概念、价值与实践三个方面梳理、归纳了若干命题，认为公共图书馆事业视野下之公民社会概念可以广义地概括为公共图书馆事业中对民主、自由、平等、正义之普世理想的各种憧憬、设计与实践，它有广阔的外延。当前需要探究的首要命题是：中国公共图书馆事业需不需要依赖公民社会？如果需要，为什么？当前的公共图书馆治理探究就属于公民社会理论与公共图书馆事业之实践命题。%The research of civil society theory and the public library is a proposition we must face. This paper summarizes and unscrambles some propositions from three aspects. The concept of civil society in the library can be summarized as hope, design and practice for democracy, freedom, equality and justice in the public library that has broad extension. The primary proposition needed to probe into the problems : Will Chinese public library need to rely on civil society? , why? To explore the public library management belongs to practice proposition of civil society theory in oublic librarian.
