必要性与可能性:教师参与教师专业发展政策制定

         

摘要

The teachers participating in teachers' professional development policy decision making is not only necessary,but also have the possibility.Firstly,the article cleared the necessary of teachers participating in teachers' professional development policy: which in favor of the development and improvement of teachers' professional development policy,safeguard their legitimate rights and interests and to promote the professional development of teachers.Then through the analysis of theory and fact,the article refined the possibility of the teachers participating in teachers' professional development policy.Theoretical analysis includes the basis of policies and regulations and the attribute of subject;fact analysis includes the realistic foundation and the extra-territorial reference.%教师参与教师专业发展政策制定不仅具有必要性,而且具备可能性。首先明确教师参与教师专业发展政策制定的必要性:有利于教师专业发展政策的发展完善、保障教师的合法权益及推动教师专业化成长。然后通过理论分析和事实分析提炼教师参与教师专业发展政策制定的可能性。理论分析包括政策法规依据和教师主体属性;事实分析包括现实基础和域外借鉴。
