The coverage problem in high trafifc scenarios has become the concerns of the industry. In order to solve this problem, based on TD-LTE business characteristics, this paper studied the traffic models, calculated the network capacity, targeting the TD-LTE network coverage of the MDCC (Mobile Developer Conference China), provided solution to TD-LTE network planning in the high trafifcs scenarios. The achievement was proved by real network operation.%高话务场景的网络覆盖已经成为亟待解决的难题，以此问题的解决为目标，针对T D-LT E业务的特点，在研究TD-LTE业务模型的基础上，对网络承载能力进行了核算，并以MDCC大会的TD-LTE网络覆盖为目标，给出了在特定高话务场景下的T D-LT E规划建设解决方案。该网络解决方案经过实际网络运营验证，可以满足业务需求。
