There exists an important topic on higher education,urbanization and economy level which are con-cerned in society and economic scope. Macroscopic data from 1990 to 2013 are selected and applied to do econometric analysis. Inclusions are drawn as followed. Firstly,there is a positive cor-relationship between economy level and higher education level,urbanization. Secondly,the contribution degree of higher education is lower than urbanization. Finally,in the short-term,there exists a dynamic adjustment relationship which negative adjustment speed is-0.145;in long-run term,a dynamic error correction equilibrium relationship. It will make better by using three strategies which are,improving the quality of urbanization,reforming the higher education mechanism,enhancing educational quality and making a better environment of research fruit transformation,enlarging higher educational resource alloca-tion.%高等教育、城市化与经济水平是社会经济关注的一个重要主题。通过对1990-2013年的宏观数据进行计量经济分析可以看出，高等教育与城市化变量与经济水平存在正相关关系，并且高等教育对经济水平的贡献小于城市化的贡献。三者存在一个调整系数为-0.145的短期动态调整均衡关系，并且在长期中存在一个动态的误差修正均衡关系。通过提升城市化质量、改革高等教育办学机制，提升办学质量和营造成果转化环境，提升高校内部资源配置效率三个策略可以更好地发挥高等教育和城市化水平对经济水平的贡献作用。
