过去十几年间,跨境教育的理念和活动备受关注。自2003年跨境教育一词被广泛使用以来,国外学者们对跨境教育的概念、动因、活动主体,跨境教育与GATS《服务贸易总协定》的关系及其对世界各国教育体系的影响等进行了广泛研究。通过国外文献梳理发现,由于营利是其首要目的,学费高昂,跨境教育并不能明显提高输入国学生的入学机会,对输入国本土教育体系的冲击也非常有限。研究还表明,多数国家或地区的质量保证体系尚未建立或完善,现有机构对跨境教育质量认证的能力也非常有限,跨境教育提供的质量令人担忧。%In the past ten years,the ideas and activities on cross-border education were concerned. By reviewing foreign literatures,it is found that the term of cross-border education is widely used since 2003. Foreign scholars have conducted extensive studies on problems in this area,such as its concept,its motivation,its subject,relationship between cross-border education and GATS,and its impact on education systems around the world. Because profit is the primary purpose and people need to pay high tuition ,and therefore cross-border education can not improve the student enrollment opportunities in host country significantly ,the impact on the local education system is very limited. The studies also showed that in most of the countries or areas ,quality assurance system has not been established or improved ,quality certification capacity of existing institutions for cross-border education is very limited ,the quality of the current cross-border education is worrying.
