The electric power enterprise information communication system can improve the level of enterprise production, operation,management,and enterprise culture,and has become an important tool in the process of electric power production. The core of the system is the video conference system. The project risk can directly influence on the success or failure of the project results,so it is necessary to adopt the safe strategy to deal with the possible risk. The risk planning of the electric power enterprise information communication system construction project is proposed based on the theory of project risk management. The risk identification and evaluation method of the system construction project was designed. The system risk management stra⁃tegy is summarized. The results play the demonstration effect on the establishment of the life cycle risk management system con⁃structed by the future electric power information communication system.%电力企业信息化通信系统的应用提高了企业在生产、经营、管理以及企业文化方面的水平，已经成为电力生产过程中的重要工具，而该系统的核心为视频会议系统。然而，项目风险直接影响项目成果的成败，因此必须采取稳妥的策略应对可能的风险。基于项目风险管理理论，提出了电力企业信息化通信系统建设项目的风险规划，同时设计了系统建设项目的风险识别与评估方法，总结了系统风险管理策略，该成果将对未来电力信息化通信系统建设的全寿命周期风险管理体系的建立起到示范作用。
