激励社会资本供应公共租赁住房的国际经验及启示

         

摘要

公共租赁住房是我国未来保障性住房的主体,其大规模实施具有重要的现实意义和深远的历史影响。但是,目前我国公共租赁住房的投资主体单一,各级政府面临着巨大的财政压力,激励社会资本供应公共租赁住房势在必行。总结英国、美国、德国、荷兰、日本和韩国等发达国家激励社会资本供应公共租赁住房的成功经验,并结合我国实际,提出加强公租房立法、建立公租房多元化供应的保障机制、培育公租房的金融扶持体系、完善系统性配套优惠政策等激励我国社会资本供应公共租赁住房的政策建议。%Public rental housing (PRH) will be the mainstream of Chinese future public housing system, and its large-scale implementation has important realistic implication and far-reaching historical impact. However, as the single investor of PRH, the government is suffering a tremendous ifnancial pressure, and thus it is imperative to encourage and attract private sector to participate in providing PRH. This article selects several advanced countries with relatively consummate housing security system, including UK, USA, Germany, Netherlands, Japan and South Korea. Their successful experience of attracting private sector participating in the provision of PRH is analyzed individually. Then, with the combination of the reality of PRH in China, some policy countermeasures are proposed, including strengthening legislation on PRH, establishing the security mechanism of providing PRH diversely, cultivating the ifnancial support system of PRH, consummating systematic supporting preferential policy.
