Through on-the-spot investigation three public libraries of small towns, which arose during the suburbanization of the U.S, this paper analyzes their service functions and operation practices, and sums up the basic characteristics of community services and operations in American small town public libraries. The study shows that community-based service is the core of the basic library service in the U.S., and the social co-construction mode is the solid foundation for their durable vitality. It is suggested that community-based service should be a new concerned aspect during the construction of Chinese urban public libraries.%论文通过实地考察美国郊区化进程中发展起来的3所小城镇公共图书馆,分析其服务功能定位及运营实践,总结出美国小城镇公共图书馆社区化服务和运营的基本特征.调研发现,立足社区是美国基层图书馆服务核心,社会共建模式是美国基层公共图书馆保持活力真正根源.研究认为,社区化服务应成为我国城镇公共图书馆建设关注的新领域.
