Library as an important base of public cultural services, should become one of the main body of reading promotion. But looking at the reading promotion activities carried out at all levels of libraries in China, they failed to fully form the upper and lower linkage, and the scale effect of the participation of the public. There are some deficiencies of those activities, and this paper analyzes the causes of the problem, and analyzes and studies the advantages of nationwide reading promotion activities based on library consortia on this basis.%图书馆作为公共文化服务重要基地，理应成为全民阅读推广的主体之一。但纵观我国各类各级图书馆开展的阅读推广活动，未能充分形成上下联动、全民参与的规模效应，存在着一些不足之处。论文就此问题分析了其不足的原因，并在此基础上，分析研究了基于图书馆联盟开展全民阅读推广活动的优势。
