The new CBS package material is first applied to the 66 kV directly-buried HV cable of CP1 Project, Qatar.The sand-dune sand which is rich locally is utilized as the raw material of the package one.This not only reduces cost but also is convenient for construc-tion and assures the construction quality.In this paper, one new cable package materials satisfying design requirement, namely, CBS ca-ble package material, is described in accordance with the study on the package material for 66 kV directly-buried HV cable.Meanwhile, one package of construction technology and methods which are worth of developing in construction in the gulf region is concluded .It pro-vides potential sequent similar construction with scientific basis.%卡塔尔路赛CP1项目66 kV直埋式高压电缆采用CBS包裹料尚属首次使用，该包裹料选用了当地丰富沙丘沙为原材料，不但节约了施工成本而且易于施工，质量有保证。文章通过对66 kV直埋高压电缆包裹料研究，配制出了一种满足设计要求的新型电缆包裹料，即CBS电缆包裹料，同时根据CBS料的基本特性，总结出一套在中东海湾地区具有推广价值的施工工艺和施工方法，为后续类似工程施工提供科学的依据。
