Quench surveillance and protection is very important issues for the safety operation of the EAST de -vice .The quench signals real -time surveillance and measurement system is designed .This paper focuses on its hardware , software and design functions .The system supplies effective data for experimenters for achieving real-time display , malfunction reporting , data management .It is implemented in experiments .The system which has favorable man -machine interface is proved to be effectively .%在全超导磁约束聚变实验装置EAST中，安全、有效的失超监测和保护是装置安全运行的首要环节。论文主要介绍了EAST磁体失超信号实时监测系统的硬件设计、软件设计及其功能。该系统实现了对失超电压信号的实时显示、故障报警、数据处理和存储等功能，在实验运行中稳定可靠，人机界面良好，为实验人员提供了准确可靠的数据信息。
