日本钓鱼岛政策及其走向

         

摘要

截至当前,中国学者关于钓鱼岛问题的研究多集中于其主权归属问题,而对于日本钓鱼岛政策总结、归纳不够。钓鱼岛主权争议牵涉复杂的历史和法律问题,这意味着中日之间围绕钓鱼岛主权的斗争将会旷日持久。因而,对日本钓鱼岛政策的历史与动态研究具有重要意义。作者认为,日本钓鱼岛政策大致经历了四个阶段:“帝国政策”(甲午前后至“二战”结束)、“务实政策”(“二战”结束至冷战时期)、“法理政策”(冷战结束至钓鱼岛“国有化”)和“联盟政策”(钓鱼岛“国有化”至今)阶段,并分别呈现出不同的侧重和特点。当前的安倍政府是联盟政策的集大成者,这种政策以美日同盟为核心,以价值观联盟为纽带,以海洋国家联盟为新的战略框架。中国需从日本的联盟政策入手,以更为宏大的视角,综合施策,全面应对。%China�s scholarly efforts concerning the Diaoyu Islands have been made overwhelmingly on whether China or Japan should own the sovereign rights over the disputed islands. Much less has been done on Japan�s Diaoyu Islands policy. Studies on Japan�s evolving policy on the Diaoyu Islands is important in which the disputes are not likely to be solved by historical evidence or international law, and as a result it usually ends up with a political and diplomatic solutions between China and Japan. The article argues Japan�s Diaoyu Islands policy can be divided into four stages: Imperial Policy (1894-1945), Policy of Pragmatism (1945-1989), Policy of Law (1989-2012) and Policy of Coalitions (2012-Now). Japan�s Diaoyu Islands policy has shown consistent as well as distinctive features for each stage. The Abe Adminis⁃tration has materialized and developed the policy of coalitions, which is centered on the U. S.-Japan alli⁃ance, tied by a coalition of common values, and strengthened by the coalition of oceanic states as its new pillars. China�s Diaoyu Islands policy should be based on Japan�s Policy of Coalitions, and take into account its new dynamisms and apply multiple policy instruments. It also calls on a vision beyond the islands dis⁃putes themselves and seeks a solution under the framework of Sino-Japan overall relations.
