The global diaspora is closely related to the national separatist movement in history, while research on the issue is limited.Based on the definition of diaspora from an ethnic perspective, the paper analyzes the motives and process of the diaspora's engagement in the ethnic separatist movement.The motives can be divided into rational and irrational factors, and major approaches of engagement are social mobilization and international mobilization of the elites.In the perspective of process control, the critical steps to disengage interaction between diaspora and ethnic separatist movement are to foster national identity, to enhance the ideology that prioritizes national identity over ethnic identity, and to theoretically repudiate the false concept that national autonomy equals ethnic separatism.An inclusive political system is conducive for the incorporation of ethnic elites into the institutional framework of the multi-ethnic country, thus reducing the impetus for ethnic elites to join ethnic separatism movement.At the same time, the focus should be directed to international students and organizations for the global diaspora so as to prevent the spread of the ethnical separatist movement.%国际离散群体与民族分离运动有着悠久的历史,但学界对这一问题的研究还很有限.本文在分析了民族意义上的国际离散群体的基础上,重点分析了国际离散群体参与民族分离运动的动力和过程.国际离散群体参与民族分离的动力可以分为理性因素和非理性因素;而国际离散群体参与民族分离运动的主要方式是精英的社会动员和国际动员.从过程控制的角度减缓国际离散群体对民族分离运动的参与是切断这一动员链条的关键.从根本上来讲,阻缓两者互动的关键是培育和不断强化国家认同应该先于和高于族群认同这一理念,应坚定地推进多民族国家的民族融合;从理论上否定民族自决等同于民族分离或一族一国.开放性制度体系的设置有利于将多数民族精英纳入既有多民族国家的制度框架,从而减少民族精英转化为国际离散群体和参与民族分离的动力;同时,国际离散群体中的留学生和各类组织应该成为阻止国际离散群体参与民族分离运动的主要工作对象.
