This paper demonstrates the three⁃level balance algorithm and its application of quantity of electricity. User��s power distribution is divided into three levels:transformer substation lev⁃el, distribution level, devices level. Between each two levels there is balance relationship and line loss ratio is analyzed. Some appli⁃cations are shown:discovering measuring instruments fault, discov⁃ering hidden power consumption, achieving power managing evalu⁃ation of departments. Finally, the algorithm can realize specializa⁃tion, visualization and fine management for enterprises.%阐述了在电力需求侧管理系统中电量三级平衡算法的思路及案例应用。电量三级平衡算法将电力用户配电网络按照变电站层、配网层、用电层进行上下层级之间的电量平衡计算,并对线损率的各种情况进行分析。结合算法的应用给出了实际案例,包括发现企业原有计量设备故障、发现隐藏用电、实现各部门用电考核等,最终实现企业用电管理专业化、可视化、精细化。
