This paper first classifies rural intelligent users from both external and personal factors based on a questionnaire of rural electricity fee in a province, and then analyses different cate-gories of users on the understanding of payment method and pay-ment outlets. The study on rural users’electricity fee payment ser-vice is mainly from two aspects, which are the combination of pay-ment method and the payment method promotion. The combination of payment method for rural users is determined based on interval-intuitionistic fuzzy sets theory, and payment method promotion is studied according to the theory of management psychology.% 以某省农村电费缴纳调查问卷为依据,从外界因素和个人因素2个方面对农村安装了智能电能表的用户分类,并在此基础上分析了不同类别用户对缴费方式和缴费网点的不同认知。农村智能用户电费缴纳服务研究主要从缴费方式组合和缴费方式宣传推广着手,基于区间直觉模糊集理论确定适合农村用户的电费缴纳方式组合,根据管理心理学理论对电费缴纳方式的宣传推广方式进行研究。
