在概述“子牙模式”的基础上，对天津子牙循环经济产业园区面临的问题进行梳理，认为出现企业生产能力过剩，主要是由于废旧家电和废旧汽车等市场混乱，以及市场的行政分割所致。因此，需要提高环境标准和再生资源产业的市场准入门槛，规范市场；同时要突破行政边界，以企业经济合理的运输半径来建立区域市场。%Based on a summary of the ＂Ziya mode＂, this paper made a thorough review of the problems about Tianjin Ziya circular economy industrial park, and pointed out that excess production capacity was mainly due to the disorderly market of waste home appliances and cars, as well as market segmentation caused by administration division. Therefore, it is necessary to improve environmental standards and the market access for recyclable resource industries, so as to regulate the market; it is also necessary to break the administrative boundaries, and establish regional markets in accordance with the economically reasonable transport radius for companies.
