The rapid development of higher education in America is a wonder of education. What on earth makes education in America, as a young country, develop so fast in a short period of time? The governing board system, as a distinctive part of the university system in America, was applied to many other countries in the late 1990s. Many scholars hold that this system is an important factor creating the present high-er education in America. Therefore, this paper, taking Harvard University, an internationally top university, as the example, makes an in-depth analysis on the governing board system in contemporary university system of America.
