文章分析了湖北省地市州科技创新市场的两种运行模式及存在的问题，阐释了推进地方与高校协同共建产业研究院的基础和条件，提出按照“政府搭台、高校运作、市场主导、校企对接”的原则，建立产业研究院的思路。%Based on the analysis of the two kinds of operating modes and the existing problems of the science and technology innovation market in cities and autonomous prefectures of Hubei Province. The paper explains the foundation and the condition of the construction of universities-and-the local area cooperative industrial research institute, puts forward the principle of "the government putting up the stage, the university operating, the market dominating, university-enterprise docking", and estab-lishes industrial research institute.
