With the continuous expansion of China's higher edu-cation, the cost of education is unceasingly increased and corre-sponding demands of university funds are also booming vigorous-ly. The single governmental financial support cannot meet the rapid development of universities gradually. Therefore, in order to promote the development of university education cause, universi-ties are exploring more and more diversified fund sources, among which, soliciting contributions from alumni and alumnae and the society have become an important mainstream model which has a long and mature operation tradition in Western universities, but is still at the exploration stage in China. From the perspective of public policies, how to solve the existing problems led by the government, and use policy advantages to fully and rationally de-velop and expand the precious resource, education donation, is of great and evident significance to the practice of donations for u-niversities in China.%随着我国高等教育规模不断扩大，教育成本不断提高，相应的高校经费需求也急剧膨胀。单一的政府财政支持已无法满足高校飞速发展的需求。因此，高校为推动教育事业的发展所探索的筹资渠道也越来越多元化，而面向校友和社会人士进行募捐，已然成为至关重要的主流模式。这一教育资金募集模式在西方国家的高等院校有着悠久而成熟的运作传统，但在国内高校还处在探索阶段。从公共政策的角度来说，如何由政府主导，解决现有的问题，利用政策优势充分合理开发与拓展教育捐赠这一宝贵的资源，对我国高校捐赠事业的实践具有很大的意义和显著的价值。
