Based on the review of methods of evaluating scientific and technological progress at home and abroad,combined vith the characteristics of scientific and technological progress by city with districts,the paper puts forward the basic ideas and principles to build up city-level scientific and technological level index system for monitoring progress,and focuses on indicators monitoring and constructing the evaluation hierarchy structural model.Then its weight coefficient and the standard value is determined.Furthermore,empirical analysis is made to prove the rationality of the index system.%通过回顾国内外科技进步评价方法研究进展,结合对设区市科技进步特点的认识,提出构建设区市层面科技进步水平监测指标体系基本思路和原则,重点讨论监测评价指标体系递阶层次结构模型的建立及其权重系数和标准值的确定;进而,运用所建立的监测评价指标体系对福建省设区市科技进步水平进行实证分析,论证该指标体系的合理性.
