以汶川、玉树地震为例,分析了目前我国地震灾后雷电灾害防御面临着防雷设施破坏严重、灾区信息传播受阻、临时避难场所防雷设施不完善等新形势,指出地震灾后雷电灾害防御存在着防雷减灾机制不健全、过渡安置点防雷设施建设缺乏统筹规划、灾区群众防御雷电灾害意识淡薄等问题,并提出了加强防雷减灾工作组织领导、灾区雷电灾害风险评估、防雷工程建设、雷电灾害预警信息发布、防雷科普宣传等地震灾后雷电灾害应急管理的措施.%The paper took Wenchuan earthquake and Yushu earthquake as examples, and some new situations such as lightning protection facility badly destroyed, information communication blocked and lightning protection facility of temporary refuges imperfect were analyzed. Some problems were pointed out such as the imperfect mechanism of protecting a-gainst and mitigating thunder and lightning disasters, the absent overall planning of lightning protection facility of temporary refuges, and the lacking consciousness of lightning disaster prevention of disaster area people. Some measures were bought forward to strengthen, such as the organization and guidance of protecting against and mitigating thunder and lightning disasters, the risk assessment of lightning disaster in earthquake disaster area, the construction of lightning protection engineering, early warning information release of lightning disaster and popularization of lightning protection etc.
