Bio -energy is a kind of excellent renewable energy with the features of green,clean and sus-tainable.At present,many nations in the world are developing this energy.China is rich in crop straw re-serves.If there were healthy and effective policies for crop straw energy production and utilization,its environ-mental value and economic benefit could be made full use of.Based on the policies for utilizing crop straw at home and abroad,the main participants in the utilization process at home were analyzed in this article.And the crop straw energy using policies were researched according to the relations among the producers,users, consumers and managers of crop straw energy.It would promote the energy utilization of crop straws and long -term development of bio -energy in China.%生物质能源具有绿色、清洁、可持续利用的优点，世界各国都在大力发展。我国农作物秸秆储量非常丰富，如果能够在健康、高效的政策制度下进行能源化生产和利用，便可以充分发挥秸秆能源的环境价值和经济效益。本研究从国内外秸秆利用政策出发，对国内农作物秸秆利用过程中的参与主体进行了分析，并根据秸秆生产者、秸秆利用者、秸秆能源消费者、秸秆能源市场管理者这四个参与主体之间的关系，对国内生物质秸秆能源利用政策进行探索，将促进我国农作物秸秆的能源化利用，有助于我国生物质能源的长期发展。
