转型时期特大城市总体规划中综合交通规划编制改进方法的研究

         

摘要

As a fundamental public policy in urban development, urban master planning plays an irreplaceable role in urban space development and infrastructure construction arrangement. And among all the topics in urban master planning, transport is always one of the critical issues. Because it is not only a basic function of a city, but also has a signiifcant impact in shaping the urban structure. However, under current regime in China, the connection between urban master planning and special transportation planning is very weak, which damages the implementation of urban master planning. Therefore, it's necessary to reconsider the methodology of transport part in the urban master planning. This research focuses on megacities in China, analyzes the overall environment and important problems which urban master planning is facing with, and then proposes to improve the methodology of transport part in the urban master planning to meet the general requirements of relevant laws and regulations.%城市总体规划作为指导城市发展的基础性和纲领性公共政策,在有序引导城市空间拓展、合理安排基础设施建设等方面发挥着不可替代的作用。在城市总体规划中,交通始终是核心内容之一,不仅因为交通是城市的基本功能,还因为它对城市的空间塑造与基本格局有重大的影响。但在目前的总体规划与综合交通管理体制下,交通专业规划与总体规划存在割裂的状况,导致总体规划交通内容缺乏说服力和可实施性,总体规划权威性受损。因此,需要重新思考总体规划综合交通部分的编制形式与方法。聚焦转型时期特大城市发展面临的内外部环境和突出问题,并结合相关法律法规的总体要求,进而提出总体规划编制中综合交通部分的编制改进方向与整体思路。
