综合交通枢纽周边地区的规划和开发是一个综合复杂的课题，涉及面十分广泛，如何从风险管理的角度切入，解决综合交通枢纽地区长期以来的开发与管理中的瘤疾是亟待解决的一个难题，而风险预控管理的思路正是解决这一问题的重要手段。选取综合交通枢纽地区开发的风险及其预控管理作为研究对象，从自上而下和自下而上两个角度构建了风险预控管理系统，并用中德案例进行实证和对比研究，在此基础上进行总结，为综合交通枢纽地区的和谐、有序发展提供指导。%The comprehensive transportation hub is not only the key node in the regional transportation network, but also greatly promoting the construction and development of surrounding areas. In this paper, the risk and the pre-control management of risk in comprehensive transportation hub area are selected as study objects. From top-down and bottom-up perspectives, the risk pre-control management system is built based on the theory of risk management and urban development. In the end, the paper analyzes the risk pre-control results and make comparison between two cases, and then summarize the specific risk pre-control strategies, with the hope to provide guidance for the harmonious and orderly development in comprehensive transportation hub area.
