This paper elaborated the meanings and its importance of whole process engineering cost management,analyzed the existing problems in engineering construction cost management each stage,and from strengthening the cost control consciousness of management personnel,im-provement the engineering bidding related procedures and other aspects,put forward corresponding measures,in order to in the premise of ensu-ring the engineering quality and progress,effectively control of engineering cost.%阐述了全过程工程造价管理的含义及其重要性，分析了工程建设各阶段造价管理中存在的问题，并从增强管理人员造价控制意识、完善工程招投标相关程序等方面，提出了相应措施，以期在保证工程质量和进度的前提下，有效控制工程成本。
