Taking Changzhi basement for safety production emergency rescue in Shanxi as the example,the paper indicates the planning layout, architectural design and combination of buildings and sites according to the functional features and sites of the program,and points out the base-ment construction improves the capacity of preventing and settling emergency issues,so as to meet the demands for the rescue in major and ex-traordinarily serious accidents.%以山西省安全生产应急救援长治基地为例，依据建设项目的功能特点及场地现状，论述了项目的规划布局、建筑设计及建筑与场地的结合，指出该基地的建成提高了本地区预防和处置突发公共事件的能力，满足了重特大事故灾难抢险救援的要求。
