分析了西部城市保护与开发中存在的问题，并以城市保守主义者的姿态为立足点，从建筑、街区、生态环境、文化环境、公众参与等方面，提出了西部城市保护与发展的策略，从而实现科学发展观的战略目标。%This paper analyzed the existent problems in western cities protection and development,and taking the attitude of city conservative as foothold,from the building,blocks,ecological environment,cultural environment,public participation and other aspects,put forward the protec-tion and development strategy of western cities,so as to realize the strategic goal of scientific development concept.
