The paper analyzes actual Zigong competent authorities problems and building engineering construction safety management problems, and explores corresponding solving measures,such as implementing safe producing system,playing the role of supervision,and strengthening supervision and so on,with a view to promote long term and stable and healthy development of construction industry.%分析了自贡市建设主管部门面临的实际问题以及建筑工程施工安全管理存在的主要问题，并针对存在的问题探讨了相应的解决措施，包括全面落实安全生产责任制、发挥监理作用、加强建设行政主管部门监督力度等，以促进建筑行业长期稳定健康发展。
