According to the geographic location and climate features of Taiyuan,the paper points out the ideas to prevent the urban waterlogging, researches the sponge urban construction strategies according to the analysis of the current ecological urban construction,and points out some measures inculding the rainwater nearby persistence utility,the improvement of rainwater infiltration capacity and facility construction of regula-tion and storage.%针对太原市的地理位置与气候特点，提出了防治内涝，建设海绵城市的理念，通过分析目前生态城市建设的情况，对海绵型城市建设对策进行了研究，提出了雨水就近截留利用、提高雨水入渗能力、加强调蓄设施建筑等措施。
