This paper introduced the concept and significance of whole process control of engineering cost,and researched and discussed the cost control measures of construction project pre-planning,project decision,project design,bidding and construction,completion and settlement each phase,in order to ensure the economic interests of each participant unit.%介绍了工程造价全过程控制的概念及意义，对建设工程前期策划、项目决策、工程设计、招投标及施工、竣工结算各个阶段的造价控制措施进行了研究探讨，以保障各参建方的经济利益。
