Combining with the dynamic control status of the whole-process cost in construction programs,this paper analyzes problems including the insufficient cost mechanism and management regulation,lagged management ideas,and unqualified cost personnel,and introduces the strate-gies for the efficient whole-process cost from the design,construction and settlement,so as to realize better engineering benefits.%结合施工项目实施全过程造价动态控制的现状，分析了造价机制与管理制度不健全、管理观念落后、造价人员专业技能水平低等问题，从设计、施工、竣工结算三个阶段介绍了有效实施项目全过程造价的策略，以实现良好的工程效益。
