Discussing the necessity in the cost control of the engineering programs,the paper researches the cost control from the decision-making of the engineering program,design,implementation and complete,and points out the optimal design scheme to realize the quota design,and to implement the bidding regulations,so as to achieve better economic benefits.%论述了工程建设项目造价控制的必要性，从工程建设项目决策、设计、实施、竣工四个阶段进行了造价控制的研究，提出了优化设计方案、实行限额设计、实施招投标制度等具体措施，为企业取得良好的经济效益奠定了基础。
