This article in view of the steel plate shear wall fill plate of non-uniform yield phenomenon,with the indirect capacity design as a start-ing point,and puts forward the new method of steel plate shear wall fill board design. Finite element numerical example analysis shows that the earthquake under the action of steel plastic strain of each layer,interlayer displacement distribution more uniform,proves the validity of this method.%针对钢板剪力墙内填板非均匀屈服的现象，以非直接能力设计法为出发点，提出了钢板剪力墙内填板设计的新方法，经有限元算例分析表明，地震作用下各层钢板塑性应变、层间位移分布更加均匀，证明了该方法的有效性。
