This paper analyzed the history and culture of Tushan town,based on considering Tushan town positioning and development key points,made protection and development research under the background of“new urbanization”,conducted all sorts of planning and construction around the specific ancient town,with consideration to the ancient town protection and development.%对土山镇的历史文化进行了分析，在考虑土山镇定位与发展重点的基础上，进行了在“新型城镇化”背景下的保护与开发研究，从而使各种规划与建设均围绕特色古镇进行打造，兼顾了古镇的保护与开发。
