This paper introduced the construction technology of three steps and seven steps flow method in Ⅴ level andⅤ level shallow buried surrounding rock section excavation of Mustang beam tunnel, illustrated its construction process and the matters needing attention, put forward the quality and control measures of the construction method, pointed out that applied this technology in engineering not only improved the con-struction efficiency, but also saved construction cost, worthy of popularization and application.%介绍了三台阶七步流水作业法在野马梁隧道Ⅴ级和Ⅴ级浅埋围岩段开挖中的施工技术，说明了其施工工艺流程及注意事项，提出了该施工方法的质控措施，指出该工法应用于工程中不仅提高了施工效率，而且节约了施工成本，值得推广应用。
