Combining with the consideration about the construction parties involved in headquarters recently, the study analyzes the reasons from the root according to the usual and troublesome problems in the difference claims under the headquarter model, and points out the feasible measures to solve these problems.%结合几年来在施工单位从事指挥部工作的体会，针对指挥部模式下在开展调差索赔工作量时经常遇到且又比较棘手的问题，从根源上分析了存在的原因，并提出了切实可行的解决矛盾的措施。
